Who Can Use the Service

Who can use Dudley at Home

Anyone can view currently available properties using the property search.

However if you want to apply for a property (called bidding) you need to be registered on our housing waiting list. To do this you must complete a pre-assessment form.

When your application is accepted and made live you will be given your housing register reference number and password. This will allow you to bid for properties either on the Dudley at Home website, by telephone, text, kiosk, Digi TV or at any Area Housing Office desk at Libraries or Dudley Council Plus.

If you are already on the Dudley Housing Register it is very important that you tell us of any changes in your circumstances so that we can amend your application. To amend your application, please click here .

Who can apply to be on the Dudley Housing Register?

Our housing waiting list is open to people who have lived and/or worked in Dudley for at least the last two years, except for:

  • People who are excluded from housing because of their immigration status
  • People we individually exclude because of their previous serious anti-social behaviour or breach of tenancy conditions with any landlord (including rent arrears).

Applications from existing tenants of Dudley Council who wish to move, will not normally be accepted within two years of the tenancy start date. This will be subject to a visit from their Housing Manager to confirm that their home is in good order and all other tenancy conditions are being maintained.

Applicants between 16 and 17 years may register if they are:

  • Married or have civil partners
  • Have a child
  • Are expecting a child
  • Are owed a full homeless duty

All other applicants may register at 17 1/2 but will not be offered a tenancy until aged 18.

Who may not be accepted onto the Housing Register?

There are also some people who will not by law be eligible to register. However we can offer advice on other housing options. For more information click here.

People who may not be eligible include:

  • Certain people who are subject to Immigration Control under the 1996 Asylum and Immigration Act.
  • Certain people from abroad who are not subject to immigration control but who are not habitually resident in the UK, the Channel Islands, the Isle of Man or the Republic of Ireland.
  • People (including members of their household) who have been guilty of unacceptable behaviour that makes them unsuitable to be a tenant.
  • People who have not lived and/or worked in Dudley for at least the last two years.
  • Dudley council tenants who have not lived in their property for 2 years.
